31 mpg?
I range everywhere from 38-45 depending on head wind, speed, and everything in-between. I don't worry about it unless the standard MPG is 35 (consistently). At 31 you should be running rich enough to see a lot of soot not only only your plugs but the inside of you pipes. You will need to take a good look at your fuel map's. If your's has a SERT either get handy with map manipulation or a Dyno might be in order.

I have a 10 week old FLHX, she's still just a baby, and ride mostly 2 up and only get around 32-34 mpg. Rhinehart 4" slip ons. Rode across Alligator Alley and back with similar cross winds from Sandy here in S Florida on Saturday. Rode 320 miles. Tank and a half. 34 mpg was the best I could get. Riding mostly 75 - 80 mph on the same fuel.

The difference between 55 mph and 75 mph is where all your gas went.
The only hd's i see getting 50 mpg are light sportsters & dynas not heavy ultras.
Don't worry about internet bullshit as when you ride with these guys that get 50 mpg riding at 80 mph all day and monitor the bike & fuel intake for them they start coming up with excuses as to why suddenly there fuel usage has gone up.

Higher speeds will drop the mpg quite a bit. Check your tire pressures to make sure they are up to spec, lots of other good suggestions here. I am averaging just a bit over 45 mpg on the RK and don't usually worry about fill-ups until I get to around 200 trip odometer miles.
