I have a 2005 road king with hard bags. During my spring clean up i noticed the strips, harley calls them cushions on the back of the saddle bag bracket. They look like they might have been glued on at one time,but since they face the rear fender they look like they would be hard to replace. I pulled them off instead of just haning down.
I'd replace them. I'd also keep an eye on those brackets as the Road Kings are famous for those brackets breaking. I've seen more folks come in for those brackets that own Kings than any other tourer.
On my 06 EG Standard I removed the brackets and reglued the the rubber cushion.IIRC it is there to keep the bracket from rattling against the fender,wearing through the paint,etc.
