Can you explain please? I'm having a hard time visualizing the front tire moving up and down over bumps and the fender not moving with it.

Man you guys were 100% correct! Once I removed and inspected the inside of the fender I could see the tire was rubbing at the rear of the fender about one foot from the bottom. The paint starte to bubble about 1 inch long and about the with of a wire coat hanger. Luckly is was very slight and I was able to buff it out with a buffer. I just drilled out the holes slightly larger installed the fender. I did the tape a quarter to the tire deal to find out what way I ha to go with the fender adjustment. I ended up taping 3 quarters to the tire and adjusted the fender. The best adjustment I goin with the most clearance was to lift the rear bottom of the fender up and it cleared all three quarters without rubbing at all. I do not believe you have to drill the front holes out at all! Only the rear and tilt the rear of the fender up. Thanks to all of you for the great 411! I hope this post helps someone else like it helped me!
