Default Stretched rear fender, how to mount help

I have been trying to figure out how to mount my stretched rear fender on my 2000 Road King, most things I have found say to bolt through the plate bolts into the rear fender but to get the fender to line up with the bags I needed to remove the bottom 2 inches of the stock rear fender. The bags are TJDCustoms, I know, I know not the greatest quality but actually they are not bad and the price was right as long as i can get it mounted. Any help would be great and here is a before and after pic. thanks guys
Also I am on the fence on what taillight blinker set up to go with, newer streetglide light bar or maybe some cat eye style leds.

Use the existing fender brace that goes bag hanger to bag hanger, then 2 flat 1/8x 1, to each upper plate bolt to the center brace bolt

Basically the same thing I did, except used 1 triangular piece from the top plate bolts on the overlay to the fender brace. My stuff is TJD too. I'm running LED cateye tail lights from Southern Rods.

There is a pic attached to the post. You probably can't see it yet because there is a minimum number of posts before you can view pics with this site. Thinks its 5 or so.
