Hi Bill, on your evo you may see a reading of 10.5 or so.
the in dash meter is not accurate and subject to voltage drop in the wiring.
accurate readings are best taken at the battery.
if you have a tender type pigtail on your battery, you can meter there and get an accurate read.

the 10 ga wiring and relays carry the power to each of the lights from the battery.
the stock wiring is only used to trigger the relays- so the stock wiring rather than being loaded with a 4 amp current draw for a light bulb, may only be loaded with a 1/10th on an amp to close the relay contact...with then passes power thru the big wires to the lights
