Most of the HD tuners will set 6200 as the limit. I'd suggest that as the high end, but factor in your cam as well. If you're running out of additional power after a given RPM, why push it that beyond that?
Over the past 25+ years ( evo and twincam), rev limiters have been set at 5200, 5500, 5600 etc. depending on which motor, which version of motor and the model bike it was going into.
For stock motors:
It is generally accepted that the valvetrain will tolerate up to occasional 6000 rpms.
After which valve float and the momentum of the moving parts can overcome the springs which control the valve action ( stronger springs would put more stresses on the valvetrain, causing slower action and more wear to the parts- reduced service life).
Being that torque is falling off above 4500 rpms, selecting the next gear is the better choice, than reving higher.
If in top gear, then wind it out and see how it does- for most baggers, wind resistance will be a factor before the rev limiter.
When setting my rev limiters I usually go at 5500 rpms- this saved my motor when my bike was hit and the throttle was jammed WOT while it lay on the ground.
