There is no reason you cannot buy any tool listed in the manual, they are all for sale through HD. There are cheaper alternatives for many of them, though.....
about the only tool they will not sell you is the HD Scannalyzer and Cartridges...
Then again if you have about 4500 spare dollars they just might ...
Seriously though, yes you can get the filter wrench and there are other companies that make them.

Why not just use the K/N 171C chrome oil filter with the 17mm/11/16" nut on the bottom, easy on and off with ratchet, socket, and extension and save the $$$.
Available at most auto parts stores, or bargain at Amazon... my .02
You will find many ways around some of the HD specialty tools.
I made a home made strap to twist off my oil filters when I used the HD oil filters...

I bought a Ken tool oil filter end filter wrench and notched out 1/3 of a corner of it, works just like the factory one, but only paid 2.99 for mine and 20 minutes with a grinder. Depends on what special tools you are looking for , but there are cheaper more reasonable alternative, unless you just want everything to have the HD logo which most tools don't.
