I think tool kits coming with bikes is a more recent phenomena. My friends with '03s '06's and '07s didn't get one. But I would have to check with my friends with newer models.
My '07 came with one. It's on the bike and will stay there. You know you need it the day "after" you decide to leave it in the garage.
Wow, your mullti tool comes with a 36MM axle nut wrench, must be some multitool, hah. My factory supplied kit has come in super handy replacing the rear tire and fork oil, that thin 36mm is handy. That tool pouch never leaves the bike, I've added a few more tools to it. Installed some new passenger highway pegs on a couple other bikes in the dealers lot at Sturgis and a few other minor assistance jobs tightening some loose bolts etc, you can never be too prepared.
Who has a multi tool with an axle nut wrench? Like you said, that must be some multi tool!
Those sound like extras (pigtail definately) your dealer goes above and beyond on
Most dealers seem to be installing tender hook ups these days. My guess is its helpful for the shop to keep the bikes topped off on the floor AND it sells tenders...
My dealer gave the multi tool and battery tender hook up. Which and also be used for heated gloves or vest. For when it gets below 90 here in FL. Rain suit not needed lately. Carry hand pump for shocks.

I got my 2012 SG last month, didnt get a tool kit, but got a free t-shirt..like I need another one...
But I thought the Battery tender pig tail was factory installed, not dealer installed.
But we had a tool kit anyway, my wife found a nice concise kit on amazon for about $30. Allen wrenches, Torx, box wrenches, wire ties, zip ties, a few other things. I had gone to the hardware store and picked up a few nuts & bolts & pins & cotter pins to carry too. One trip out had lost a clevis pin for my forward controls on my Sporty. Had to call a friend to come with his jars of misc. bolts.
My 2009 Ultra came with a full tool pouch that stays in the bike, my sons 2011 Ultra just came with something stupid like a screwdriver I think. Looks like the moco decided that a full tool pouch wasn't necessary any more thus saving themselvs some $
