As listed in the 2012 parts book, it says to deflect wind rushing between the fork tubes. I was thinking of putting one on my bike. Does anyone if this helps or hinders the cooling of the motor ?

Have one installed on my RK. Somewhat of an improvement in air coming up into my face, and have had no issues with this part interfering with air cooling of the engine.
BTW, biggest determinant of wind buffeting (w/ windshield in place) is my legs hanging out in the breeze vs. keeping em in closer to the tank. YMMV.
We've discussed this before, with the comments to date being typical. My 1990 Glide has one, but at some time Harley dropped them as a standard fitment. Especially if you have a batwing I reckon it is worth having one, although I must admit I have never taken mine off!
Look back through past threads for 'deflectors', because there are other devices available that can help reduce up currents.
