Rear wheel lock up

What causes a rear wheel to lock up at 40 mph and the engin to stop running. No one got hurt. This happened to a friend of mine this evening there were no issues with this bike till This happened its a 1999 street glide with about 30 thousand miles

Will it now roll? In neutral? In gear with the clutch in? Will it start?

No it won't start and yes it rolls it won't even crank

Could be something in the primary drive locking it up too. More likely than the whole engine seizing. If your model has a primary chain tensioner, that is the first place I would look.
