Seriously? The thing is made from ABS Plastic or the older ones are Fiberglass.
Any pry-bar or hammer will get into one and that wouldn't make any more noise than what you are describing.
FYI: A regular screw driver will let someone steal your whole saddlebag even if it's locked.
They don't need to open them.
FYI: Any barrel key will open you fuel door. It doesn't even have to be an HD barrel key.
