But the design on my '12 RGU is different, and even when slowing the fill rate way down, drops splash up and out onto the paint if you don't use a paper towel or a rag. The new design doesn't make sense when the old one worked so much better.

The OP isn't necessarily doing anything wrong. I routinely use a paper towel when fueling my '12.
+1 on this. My older HD's I never had a problem with the splashing up. Not sure if that insert on the newer bikes is an EPA thing of just a "new" design HD did?

I take my time filling it up. In MO, the have the plastic around the gas nozzle to suck up the fumes. I just hold it back (it won't pump gas if you don't) and stick just the tip of the nozzle in. I probably don't even pull the lever half way back and I can actually watch to see when the tank is almost full and stop pumping on my own. I've always done it this way because I never wanted gas to shoot out because the pump didn't stop when it should have.

I put the pump nozzle in from right to left, try to get the splash to bounce in a "V". But what really solved my problem, and it actually solved TWO problems I had, I hold the gas cap by that top grip and cover the fuel filler with the threaded part of the gas cap, laying it nearly horizontally across the gap and jammed up against the pump nozzle. I can still see plenty of gap around the threaded part of the cap but I get pretty much zero splash. I put the nozzle in 1/3 of the way and let it rip. when the pump shuts off due to being full I pull the nozzle out and, depending on whether I have a long road ahead of me or if I'm close to home, top it off. Splash is a non- issue.

My dyna, '02', is a messy effer. Splashes no matter what I do. And I'm always in a hurry at the pump, I have better things to do than to hold the handle in some crazy distorted position with my shoulder and arm cramping up. I want the gas and I wanna go so I'm wfo on the pump.

Holding the cap and covering the filler with it solves the splashing for me. Also solved where the hell do I put the cap when I'm refueling!

Jmho, ymmv. That's how I roll. Lol! Damn. Can't think of any more cliches at the moment. Just my .02 cents!

I really miss gassing up my old Softail. It was so easy, and with the smaller ring, gas splashing was nonexistent.

There are indeed pumps with high flow and high pressure that have only one flow rate, waaay too fast or off. I suspect that the OP is is in an area where these pumps are the most common and physically can't follow the go slow hints because the handles turn off at that point, there is no slow rate.

Was out riding with a friend a while back. I noticed when we pulled into the fuel stop that he never got off the bike. He loosened the gas cap and while straddling the bike (he kept it upright) and pumped the tank full of fuel. I asked him about it later and he said he did it that way so he didn't get any air bubbles and could get a full tank of fuel.

When I start my fill-ups I push the nozzle way into the tank and pump rapidly until it shuts off automatically. Then I backup and squeeze the pump handle lightly while I bring the fuel level to the bottom of the tank mouth insert. I seldom get any splash, if anything, just a drop or 2.
