I have the same problem with my 2011 Ultra Classic. Being on the short side, 5'6 on a good day, I have done just about all I can to lower the bike.
Profile Low Touring Front Lowering Kit
Profile Low Touring Shocks
Super Reduced Reach Seat, alos had the stock seat shaved to see the difference, not much, except my privates aren't resting up against the tank.
Harley touring Bike lowering kit for the rear, droppped it 2".
Still on the ***** of my feet, may have to have the added thickness done to my boots. I find the 2 major problems are that my right leg rests against the air cleaner. and the rear floorboards are way too close to the front ones.

I have the stock shocks on mine and just installed the Road6Customs 1" - 3" lowering blocks and installed them at 2" drop "middle hole" and run about 40 - 45lbs in the shocks. I sit flat footed now on it and even riding 2 up it did not take away from the ride at all. Very happy with it till I come up with some cash to replace the shocks.
