I have read through hundreds of post here and I think i have my answer. Because I am new to the HD world I wanted to ask before spending the money. I have an 08 Ultra Classic that I bought used. The old girl now has a little over 16k miles and is running great. It appears to be stock except for the SE street performance slip-ons. I am not going to do any upgrades to this ride. At most would be a better quality air filter in the stock can. I just feel like it would be smart to make the AFR a little richer and cool it down a little. Any recommendations on the best way to go here? If Xieds is my best bet, anyone have a set that they want to let go?

I had XIED's on my 11 Wide Glide and VIED's until recently on my 12 Streetglide. They will work great with just mild modifications. Both of my bikes ran fantastic with them and I had pipes with homemade stage 1 intakes (cutout backplate).
Xied's are all you need unless you're planning cams and or headwork. I got a set I could sell you. $75.00 shipped. Came off my '08 FLHTP. Used about 6 months. PM me if interested

If it's running great, why in the world would you want to add a device that tricks the system and dumps in more fuel when it may not even need it?
And why do you think it needs to run richer? Do you actually know what the AFR is now? It might be too rich in one or more cells and adding fuel may NOT be the smart thing to do.
Your bike has an air-cooled engine and is designed to run its best within a certain temperature range.
Unless it is running WAY outside that range, I'd suggest leaving it alone or go with a full-featured tuner. There are several other tables that should be addressed long before more fuel is blindly added.

I have good results with xieds- buy them from nightrider.com- they are only about $100 new and you get the suport from Steve Mullen if you have questions or problems. ( And Nightrider does offer a Military Discount if that applies to you)
To expand on Pine Tree's comments;
Xieds do fool the ECM to add more fuel than would otherwise be there- about 5 to 8%.
So "dump" may be an incorrect term.
The ECM will still use data from all the sensors incl. the o2 sensors ( unlike some popular piggyback tuners) to determine proper "mapping" and cell data- under most riding conditions, such as part throttle cruising.
They are easily installed/removed they just plug inline.

That makes a lot of sense. If you aren't experiencing any pinging, then it's most likely running perfectly. I don't hear it mentioned often, but running too rich is not so good either. Too rich and you can have incomplete combustion which can lead to carbon build-up. There really is an optimal solution.
So just to be clear, If you get the Xied you won't need stage 1 remap or a tuner? Asking just to clarify as I already have the Vance and Hines slip-ons and plan to get the Arlen ness or similar aircleaner. Also, will the Xied work for if I get the head pipes or is it just good to cover up to a stage 1? Thanks in advance guys.
