I'll bet those little brass inserts have pulled out some. When you use the pouches it is taking up the slack room.
Look and see if those brass insets are still flush wth the plastic fairing they are in.
The replacement inserts are about $1 and screw in. The stocks ones are pressed in at the factory.

HD has a repair insert for the batwing. When I did my center insert I drilled and I think I used a tap, I do however rember thinking that just trying to thread the replacment part in w/o enlarging the hole would be a mistake and could crack the plastic.
