You can get your wheels chromed for around $125 each if you dont mind waiting for them and not use and exchange. I use a local chrome plating company, they triple plate each rim and i get them back in two weeks but they are local so i drop off and pick up. great work for a great price. Just google chrome plating in your area and you will find a few companies to help you out. Just need to do a little research.
Anyone know if any of these exchange programs accept spoked rims in exchange for mags? I am only looking for a rear mag. I replaced my front spoke with a 19" Agitator this summer. I rather go with a mag for the rear since I want to stay with a 16" so as not to have more of a rough ride. I also don't want to spend a bunch of money for something that isn't fully seen and for when I get lazy and don't want to take the bags off and clean it after every ride. Can't seem to find anyone on eBay selling a chrome rear mag by itself. I've put a few emails into some plating companies and am waiting for responses. There are so many. Any idea....?

As far as I have ever seen, no. They will only exchange for identical wheels. However, a lot of them do, from time to time, list wheels for outright sale, with no exchange, which might help you get what your looking for.
I have the same bike set up very similar. How do you like the windsplitter windshield? I was thinking of asking Santa for one.
I like it. But I don't expect miracles from such a short shield either. Im 6 feet tall, and in my opinion it works as well as about an 8-9" regular (no recurve, no shape) shield, which Ive had on the bike before the windsplitter.
But you ARE gonna catch some air. I just really like the looks, and I REFUSE to look THROUGH a windshield. I wish they made one that was 1" taller. That would be perfect for what Im looking for. They make the 10" version, but they added so much width and bulk to it that to me, its not even the same thing.
