Try doing the TBW reset after pulling the ECM fuse and disconnecting-reconnecting the harness....Do this BEFORE trying to start the bike......Maybe that will work.
If the ECM is fried it means a new ECM will be needed and will have to be taken to the dealer.
Try this first: Turn the RUN switch(on the handlebar controls)to the ON position(and leave it there through out this procedures then turn the IGNITION swith to the RUN position and wait 10 seconds and then turn it off for 10 seconds, repeat that procedure 3 more times and then try to clear the P1511 Code. This procedure resets the TBW Position to 0. Don't know if this will fix your problem, but it's worth a try.
I tried this on my 2022 Ultra Classic after experiencing the p1511c code and being in limp mode. It seems to have worked. Gotta see if the code comes back.
