In general, a thinner head gasket will increase compression ratio= higher octane requirement
2.) "Adjustable pushrods and heavy duty valve springs are not required or recommended"...adjustable pushrods are used in cam swaps because the top end of motor does not have to be pulled apart- it is a time and expense saver.
I'd ask why
solid pushrods are more precise...but the cost benefit needs to be overcome by a practical concern.
as for time- a "technician" might require 4 or 5 hours to do the job you describe.( exhaust, tank, floorboard, cam cover, push rod tubes, heads, maybe cylinder base gaskets replaced so cylinders off too)
a cam swap with adjustable pushrods might be under 2 hours ( exhaust, floorboard, cam cover, pushrod tubes)
however actual hours worked and "hours billed" are not the same thing- most standard jobs are billed at a standard time rate- if the tech works faster, he makes more, if he works slower then he doesn't
a reputable shop should be able to give you a quote and stick to it.

Since I'm not a motorcycle mechanic in real life I like to have a clue.......
I went to one dealership and they were offering a special on handlebars and 50% on labor. I got a bid. Then I went across town to another dealorship that wasn't doing a " special" they were lower than the first dealership. It turned out the first one liked to do the bate and switch thing. Half price on labor but tell you that it was twice as many hours .....
I like to have a clue.
same as with anything that needs fixin'.
in your case, you were smart enough to figure out the costs on bars, so...call around.
If you are stuck on a fullsac kit, ask them who they suggest in your area.
