It should lock into position at a forwards angle, so that if the bike is pushed forward while leaning on the jiffy, the stand does not fold up ( retract)
push the stand fully forward when parking, settle the bike onto it, and turn the bars for the best position, lean angle, so that the weight of the bike is settled on the jiffy
a lowered bike may be less stable than one of stock height

I also put it in first gear when parked to make sure it doesent move.
I noticed this immediately when I bought my 11 SG. Said something to the salesman on the showroom floor. His response was to walk behind the bike, put both hands on the seat and he gave it a good hard shove. The stand slid about 6" on the tile floor but did not fold.
It still bugs me so I always double check it and I always make sure I park on an uphill angle if not level and always in gear.

Mine does not lock either: 2009 Ultra Classic. I did install the Wheeldock EZ UP center stand which is amazing. Now I do not have to worry about it rolling forward off the regular side stand. If I put the side stand down and pushed forward on my bike it would fall right over. No locking mechanism unfortunately.

Hate to tell you this but I wouldn't give your bike a good push from the rear with that EZ UP either. Nothing at all holding it. I know, I've got one and love it but for true stability the jiffy stand wins.
I just picked up a 2012 RG yesterday. I noticed the same thing, too. My Yamaha Warrior's stand went forward more than the RG. It does seem stable though.
Fun to watch the look on someones face when the bike rolls forward, I used to worry about it, 64k miles on two bikes it as never failed as long as it's locked into position. Mine also looks like it's back more than what looks normal, locking tab in position no worries.
