Not apples to apples but I lowered just the rear of my Dyna Low rider a few years back and the front end "flop over" (and it was exactly that) coming to a stop was real bad. I added a progressive drop in lowering kit on the front end and experimented with different front end heights (just a PVC modification) and it dramatically changed as I continued to lower the bike in 1/4" increments. I was comfortable again at 3/4" lowered (versus 1" rear). Now, my bike's characteristics may have everything to do with the dramatic change but I could not stand that flop over feel on it, was actually a bit hairy when coming to downhill stops etc.
Just my experience with only changing one end on one bike type...

Thanks...Do you remember the cost of the Progressive drop in's?

I want to say less than a couple hundred bucks max and I did the work but I am not even sure that applies to a touring bike. I have a 2012 limited and am 5'7" 30" inseam and can more or less flat foot the bike but in order to not give up the ride I am looking at seat mods etc.
