You wouldn't be able to tune the bike yourself without O2 sensors, and since your bike has none you have two options:
Buy the PV with the AT-100 kit ($300 extra), which would allow you to tune the bike yourself with the included wideband O2 sensors. The downside to this option is that you'd need to install 18mm bungs on your pipes, which would require removal and welding. I've been using this setup now for two years and can attest that it does work well, but it is not a cheap alternative.
Buy the PV from Fuel Moto and run the tune they provide with the package.
Buy a PCV from Fuel Moto, which will also include a map for your setup. This will save you $200 over the PV, and although it doesn't allow quite the array of adjustments and settings available with the PV by manipulating ECM tables and values it will work well and is plug and play.
These options stated are flawed as "you have two options". FM will give you canned maps that they have developed over the course of tuning various bikes. Each bike is different and it is a base tune. If you run basic AT you can improve on these tunes. FM is not the magic answer. They are a good solution, but not the only "two options".

well I was leaning towards the pcv for my 03 road king but I know I'm buying a friends 12 SG soon, keeping my 03. might be better off with dual lic. pv now. also just realised my 03 true dual rineharts have 1 12mm o2 bung on the front cyl., is it of any value in my choice. by thw my stored historic codes are ion related. bike runs fine, any way around that setup.
