Fork wind deflectors?
Just thought I'd mention these as simpler possibility. You might a) like the look better and b) they are REALLY simple to put on and off. They WILL cut down a lot of updraft (I've had 'em on 4 different bikes over the last decade), I use them for that during colder months in Minnesota.
