If good dyno equipment is used by a tuner who knows what he's doing the SEPST will work as well as the others. Some people might disagree with that and say another is better. But I have never seen a side by side comparison in a dyno tune mode that supports that claim. If your tuner doesn't know how to use the SEPST he's probably the wrong guy. There's no need to buy another system. And unless you make changes to your dyno'd bike, you shouldn't need any more tuning.
There is no disagreeing with this. The bottom line is find you a good tuner that knows what he/she is doing. Ask them what they want to tune with and buy that.
Any tuning device is only going to be as good as the person tuning with it. Every tuning device out there will suck if not tuned properly.
I too agree with you don't get good deals at rallies. What you save up front will normally wind up costing you on the backend when things go wrong and you've got no one to warranty what's been done.
