I would think a pair of battery powered heated socks (bout $250.00) and a set of soft lowers (bout $40.00) would do the job, AND be cheaper than fabbing up a pair of electric heaters.
I don't know that the stock electrical system could provide enough current to keep those heaters hot anyway.

Seems like an interesting idea--- maybe something to consider to integrate w/ a hard lower......
I ride to work every morning between 5 and 30 degrees... never hada problem w/ cold feet. Guess it isn't a huge problem.
