I have a 2013 road king standard I want to cut down the heat from the pipes? can I wrap them with header wrap

I wouldn't personally. Apart from being darned ugly you won't solve the problem at source. If your bike is bone stock you can improve the heat problem by going to stage 1, removing the cat and adding a tuner, to adjust fuelling. Stacks of stuff in here on the subject! Here is one worth reading.

I have my stock header wrapped on my '09 (no cat). It made a very little difference in the heat on my right foot/leg?

it's the cat - get rid of that and you will be much happier! you don't even have to do all the other things, but they help.
