I installed the quick detach kit on my 99 and had to drill new holes. Wasn't a big deal since one on the very end matched up and I used that to hold the plate while I drilled the four new holes.
The holes are in different locations. Just plug the old ones and drill the new ones. HD sells a hard insert for the saddle bag that you can use to cover any of the work that you do. I think they sell for around $70 Retail.
Hope someone can spread some light on this. I have an 09 RG. I recently purchaced a Tour Pak from an 06 CVO Road King (no mounting hardware). I then got a quick detach mount for my 09 off of Ebay (aftermarket). The holes on my Tour Pak don't line up with the holes on the mount. Are the mounting holes on the pre 09 Tour Pak different than the 09 and up???
I recently purchased an aftermarket Tour-Pak that fits the pre-2009 models. I ordered the reinforcement plate for the bottom of the Pak,
and drilled the Tour-Pak holes to match those on the rack mount and plate. (P/N: 90755-09)
Mine sits back a little bit from the seat, but only a couple inches.
Now (if we ever get rid of this fkn snow) she will have more room to stretch out!
Worked well, and I have the quick-detach (aftermarket) rack from eBay.

Have you had any issues with the aftermarket rack? Did you put anything in between the detachable mount and the tour pak? I'm doing this set up also. Well, little by little anyway with funds as they come.
