Hope someone can spread some light on this. I have an 09 RG. I recently purchaced a Tour Pak from an 06 CVO Road King (no mounting hardware). I then got a quick detach mount for my 09 off of Ebay (aftermarket). The holes on my Tour Pak don't line up with the holes on the mount. Are the mounting holes on the pre 09 Tour Pak different than the 09 and up???
Tourpak on my '12 is set up with a false metal bottom, I suspect to reinforce the plastic lower section, bolting is completely different than my '03 had even with a detach kit on the older one. I have seen up to five different style TP detachable mounts on HD over the year ranges of 1999-2013, not including the alternatives for fixed mounts.

Yes, they are different due to frame change with'09.
Just use the tour pak rack as a template to drill new holes.
Yes they are different.
However, since the quick detach is flat, trunk mount, you should be able to drill new holes.
that is what mine looks like on my street glide.
