white walls look good but are a PITA....i seemed to never be able to keep them clean i replaced them at my first chance...well, when i needed new tires. i think i just used a good soap and water concentrate and a tire brush....have to use a little elbow grease.
I have WWW's.. I use Westleys Tire Bleach and a curved tire brush... I have a center stand so I spray a section on both sides.. scrub , then wash it down.. rotate wheel and continue...
i dont jack it up...just roll it forward or back...elbow grease...scotch brite scrubbing pad, section at a time...i did it say weekly or so, to maintain...all depends on how white/clean you want it to look...
Westley's Bleach White, bike on the jack so I can spin the wheels, use a fairly stiff brush, rinse well. I do this every time I wash the bike, not hard at all. Blow off with the leaf blower,Spray Eagle One Wax details nice, all done in 30 minutes.
You can find the bigger Westley's for refill, reuse the spray bottle, Walmart, Parts Stores always have it.
I used simple green. Jack bike up spray both sides of tire scrub with stiff nylon bristke brush rinse off. Always was asked how I kept them so clean. This was pn a bike that ran a chain final drive and the simple green cut through the chain lube that was flung really well.

Westley's Bleach White. If the tires aren't real dirty this and a wet rag is all you need. Spray 'em down with the Westley's, let it sit for a few minutes, and wash it off with the wet rag. Then rinse.
Been using this stuff for over 40 years. It works equally well on plain blackwalls. For cleaning tires of all sorts I've never seen anything that works as well.
Get a jack, you know that part now... If your on concrete get a low stool on wheels. If your on gravel like me then set up 4 plastic milk crates and go to town !!!
