some issues are that manufacturers can't be gauranteed of everything you do but don't want to be held liable for speeding infringements.
just a couple lbs difference in tire pressure can change your speed without changing the speedometer reading
a gps will overall be more accurate, but because of the way they work they might not be accurate at this moment. if you are accelerating (or deaccelerating) a gps will lag behind a bit. a gps will do a running average of your speed. like, how long did it take you to get from point a to point b and it will get that speed and then do it again and average the speeds for those readings. so just cruising along at a steady speed will be very accurate.
