leftcoaster and waltz hit the nail one the head. ALWAYS clean and chase pc or chromed holes, theres something about the process that buggers up the threads. Also absolutely make sure there is no pc on the inside where the oil is, it will break down and wipe out bearings or oil pump in the engine. Ask me why I spent another $1200 to fix a powder coaters F up. That **** is like sand when it breaks down.

Some bikes[or maybe all?] had a spacer,or thrust washer between the starter drive and the outer primary cover.[I don't remember seeing one on my '06,but I know my '02 Softail has one. I remember finding mine on the floor one time when I had a primary cover off. Check your shop manual,and see if your bike should have one.

There is a bushing in the outer primary cover that the jackshaft goes into when the drive engages, they may have removed the bushing when they pc'd it, and the pinion gear is walking out of the ring gear. I just installed a new starter on someones 03, just so you guys know on the starters prior to 07 style, the coupler between the starter and JS is no longer available. So dont loose it.

Make sure to only torque to 84-96 inch pounds(7-8 ft/lb). What causes these bolts to be hard to remove is actually the washers sticking to the primary and the bolt head. That is why they come out so easily if you have to drill the heads off.

Go get the correct screws and leave it alone before you end up having to buy a new inner and outer primary cover because you stripped all of the threads out. If you are struggling this much putting a couple of simple screws in, your in big trouble.
