Easy to tune right keeps your low end torque.
No header is magically going to make the heat go away it can help reduce some in the cat area.

Take-offs from a stock 09 FLH model... No cats and usually complete with original snake skins...
Put out a WTB order on the 09 headers and you will probably get many to choose from.
the budget solution is to have your header modded.
essentially that would be similar to my 09 header, which has no cat.

Mike, was your '09 header catless from the factory or was surgery required? I wouldn't have the time or the tools to do the surgery myself, so my options would be limited here.
Don't overlook FullSac. They offer an exchange of your stock header that has been modified and ceramic coated, it's called the Sport Pipe. Cost is very reasonable compared to aftermarket headers and performance is right up there with the others.
