Default 2003 road king

going to change the fluids on a buddies 2003 road king was told by a Harley tech that either he primary plug or transmission plug does not have the rubber o ring I dont recall which one he said it was can anybody shed some light on this for me

Primary plug no o ring I believe.

It is the primary plug. It is a tapered plug that you should use pipe dope on and be careful to NOT tighten to far down. If you do you can enlarge the hole and it will not seal. HD did away with that design soon after because of this issue and replacement covers come with standard bolts with and o-ring.
If you do not want to mess with pipe sealant than pick up a new plug (HD recommended) that comes with a sealant applied and snug tighten it only.
I did many changes reusing the plug and pipe dope and it works great.
