Default '08 Fork Stops???

When I bought my '08 FLHX a couple of years ago the previous owner had installed chrome fork lowers. Shortly after purchase I installed Monotubes. Earlier this year I installed lowering Monotubes when I put a 21" front wheel on. Each time putting the fork stops back where the service manual shows them to be (between the upper and lower fork clamps). The first time I did it I just figured they belonged there. But I have to question what the heck they stop on the fork in that location. I looked at newer bikes and the stops are not in this location. Is the manual wrong? The fork stop is #16 in the image.

Yours are correct for 08 and earlier models. Your "rubber donuts" contact the frame neck when turned to lock right or left. Beginning in 2009 to current the fork stops were actually built (cast) into the upper tree as a metal tab and they contact a metal boss on the frame neck when turned to lock. That is why you don't see them on 09 and newer bikes.

Thanks twincam47!!! I was thinking they were like bump stops, and in the current location would do nothing. Never thought about left to right stop!

They keep the bars from hitting the tank.

While this is true...the design intent is to limit the travel to which the front forks/wheel can turn right and left. This insures that the wheel will continue to roll when in a right or left lock and prevents push or chatter of the front wheel, causing instability and handling problems.
