Not sure if they are coated but let me give you my experience. I just scored a set of StreetGlide wheels to put on my FLHR( I stole these wheels). It looked like the guy douched the tires with tire foam or something and it ran onto the rims and dried, wouldn't wash off. I took a gamble and got some Turtle Wax polishing compound( squatty green can) and a Mothers PowerCone for my drill. WHEELS LOOK LIKE NEW!!!!! Be aware that the PowerCone will want to sling paste everywhere so put a little on the cone and work your way up the rpms to help control the throw, Good luck and as always, try on a small section first...
The wheels have a protective coating on them but with a little work they can look awesome. On my 08 Ultra I wet sanded the area I wanted to polish to get the clear coat off then polished with jewelers rouge and a buffing wheel. I don't have any pics but it turned out really good. Only had to touch em up about once a year.
I was wondering that myself. I also have a set of rims from a Streetglide. I was going to sand and polish the outside ring and edges. But was worried that the clear would start peeling on the painted parts.
I think the OP is asking about his '09 Ultra which would come stock with the 28 spoke "knuckles" aluminum wheels. All I know is that when they get spots or stains on them, it's hard work to remove them - and many times can't be removed. FWIW
