I see a paint chip, but don't see a dent or bend. If you are referring to the diagonal crease down the side, it's supposed to be like that--check out the other side.

Take it off and run it to the better body shops in your area. They ought to be able to fix it perfectly. The question is whether their repair work will be any cheaper than buying a new fender to match.
Ask to see several samples of their work before you commit though.
Seriously, I'd get a new color matched fender just because that **** would bug the hell out of me, on the other hand, I've got buddies who would just leave it as is.

HD also sells it relabeled at a premium. Try it on for sizing and fit at the dealer, then purchase it reasonably online. I just like to ride to damn much for my bikes to be put up for the winter.
