I have installed about 8 of these, and I never removed the tank.
To make access easier, you can unbold the tab on the back of the tank, and lift it a bit, Seems like I used a short 2x4 or maybe a 1x4 laid under the tab to hold the tank up.

To qualify this, I haven't done any on a 2014 yet.... All were between 2004 and 2011 models
Yeah I was thinking you must be a HD wrench to have installed that many!!
And yes I'm talking about the 2014 models.
Anyway, it looks to me like the 2 screws holding on the induction module bracket (B) would be the only reason to remove the tank. Must be a way around that I would think.

I'm at work and can't look at the bike right now.
I have done one and did not remove the tank. Just prop it up and use a short allen wrench to get to those bolts. It is a minor PITA...
