I would change out both tires to be on the safe side. Infrequent use and poor storage can hasten the 'tire aging' which can lead to a catastrophic tire failure sooner. Not saying you don't store your bike poorly but sounds like not much use in 10 years.
Absolutely change the front and be very leery of the rear. Look for cracks in the valley of the tread on the rear. Some cracks may actually look like cuts others will look like dry rot. If you see any signs of that on the rear don't hesitate....it's a ticking time bomb.
Lots of tread on both, granted I will replace the 03 now, but the 09 is still ok so I shouldn't have to do BOTH at this time, right?
If there is ONE AREA on a bike or car/truck that I don't try to save a buck, it's TIRES.
Just because the tire looks good, doesn't mean that it hasn't started to weaken and break down in ways you'd never see.
I've seen trailer tires that looked like new but had been sitting inside with covers on them blow out with no warning. Not a pretty site, and a PITA to change on the side of the highway. Would never want to have that happen on a bike where my life rests on less than 6sqin of contact with the road anyway.
Spend the money, buy a good set of tires (commander II's are the best all around motorcycle tire I've come across in 35+ years of riding...and I've tried any of them you can name over that time!) and go ride it with confidence.
The fact you are even asking the question in one place, much less several of them, shows you have doubts about the tires.
I tried the penny test on the treads and the rear was deep enough but the front did not come even close to Lincoln's hair plus the feel of the front was definitely hard and slick instead of softer and somewhat of a sticky feeling like the rear tire was

Owning a Harley has associated costs, tires being at the forefront. If you don't wanna spend the money to buy some new tires then park it. I don't think anyone here in there right mind will give you justification your seeking. Remember...you asked.
