That is WAY too much for that year & mileage. I paid less than that 2 years ago for my mint '07 with 5K miles & 2 years left on the ESP. Yours is an 8-9K bike; tops! That's what '05s are going for around here, with less mileage, AND..we have a 12 month riding season.
Also, at 34K miles, you are gonna hafta worry about the cam tensioners. AND, '05s have problems with valve guides that are unique to that year.
You can do much better than that, especially this time of the year. And...Never buy used from a dealership. Look privately. Much better deals out there.
I went to the harley dealer yesterday and seen the best lookin road king.

According to KBB Motorcycles a RK Classic retail value is $11,125 if it's a RK $10,125........so you are in the ballpark.
That is a decent deal for a bike like that at a harley dealership in Michigan. Our economy sucks here but people just are not unloading their harleys for cheap prices. Yes he could save some money buying off a private party but if you like that bike I say buy it and enjoy frickin riding it. Tensioners run 600 or 700 bucks to put stockers back in , if they havnt been replaced try to use that as some negotiation. PS test riding this weekend make sure to install the ski on front wheel lol....
