Using lower blocks and a 13" shock seems like you might as well just keep the 12" shocks to me. Seeing as the blocks change the angle of the shock they are not going to be as plush as 13" shock would be normally.
I have a 13 FLTRX and the first change I made was different shocks. I avhe been through a few sets but the 13" Premium Rides have been the best thus far. Handling is far too vague with the stock air shocks even in the 13" for my taste.
I find a coil over shock allows the bike to handle much, much better.

Do you mean handle better like in the twisties? My bike handles great for the way I ride it. I'm looking for smoother over the bumps in the road.
I put the 13 inch premium on my Street Glide also and nobody knows unless you tell them and the ride is much better. If you use 13 shocks with lowering blocks your rear tire will rub the fender when fully loaded unless you keep the shocks aired up to maximum. Tried on my last street Glide and thats what happened. Just do a google search on it if you dont believe me

I mean all over. The ride is much more stable in the rear with these shocks. Is it smooth as glass over bumpy roads? Nope. Is it distinguishably better for my riding style and taste? Absolutely. Could I spend twice as much and get a smoother ride? Probably.
