to me it looks kind of normal for this time of the year..warm (above freezing) days and cold nights makes for a good amount of condensation in the oil, which makes for all the yucky looking stuff in there...
I also have a '13 FLHX. I bought the bike in June of 2013. I just changed out my clutch cable a couple of weeks ago since changing my handlebar to WO575. (I didn't change the cable at first, but after riding the bike with the stock cable for a while, I decided to change it to a Barnett+4".)
I have always used Formula+, so when I pulled the cover off mine looked "normal" (i.e. without the gunk). I am not trying to say that Formula+ is better than Redline. I am just sharing with you the data I have on my bike.

I'm not familiar with Redline lubes but I would try to mix/whip fresh lubricant with water to simulate a possible emulsion. Color of your mixture is one thing, but its opacity and apparent texture makes me think a substance has not chemically settled into the lubricant.
You can also compare the PH (acidity) of new lubricant with the fluid you found.
