I don't think anyone really answered your questions on the tuners. A PC III and a PCV are piggyback systems that go between the wire harness and the ECM. I ran a PCV and never really had any issues with it.
After that, I opted for a PV (Power Vision) by Power Commander. The PV reflashes the ECM so you don't have the extra hardware to deal with. You can leave the tuner hooked up to the bike or take it off. If you leave it hooked up, you can display up to 6 different data points that the ECM feeds to the PV.
You can get free canned maps for the PV from FM and then you can autotune them so they fit your bike better.

I have FuelPak on mine with V&H Dresser Duals and setup was a breeze. Installation and programming took me 10 minutes. Runs perfect.
I'm looking at vance and hines big shot duals, just add the fishtail end caps. Arlen ness big sucker stage 1, & fuelpak.

Sounds like a pretty good setup.Get your bike looking and sounding the way you like it. You arent racing your bike so dont worry about the dyno charts and everyone that jumps in to say true duals suck for performance. That is a pretty solid stage 1 setup and I'm sure you will be happy with it. Ride safe.
