Rineharts Racing, Rush, Samson, and V&H would be a short answer.
Pending if you have a cat in your header or not is going to make ALL difference.
Not sure what year bike you have, other then being a Ultra Classic.
Fishtail pipes can get loud with out baffles. Samson pipes and V@H pipes both make fishtails. I can tell you first hand that the Samson version are much, much more louder then V&H version.

man I tell ya I removed the baffles from my Supertrapps and it was the loudest Harley I ever rode !! Way louder than drag pipes on my shovels.
My logger buddies all ride stripped down drag piped pans, shovels and a couple evos and they would not ride with me it was so stinking loud.

If funds are low you cant beat the price of Wild Pig Pipes. Quality of the slipons and chrome is not bad. The baffles are removable, come in a variety of sizes. They are loud especially with a true dual setup. Rush baffles look very similar and should sound the same as WPP. Often for sale in the classifieds or you can get them on Ebay.
Grab a set of Fulsac powercore baffles and mod the stock mufflers....they sound great, and wont break the bank.
