Fishtail pipes can get loud with out baffles. Samson pipes and V@H pipes both make fishtails. I can tell you first hand that the Samson version are much, much more louder then V&H version.
If funds are low you cant beat the price of Wild Pig Pipes. Quality of the slipons and chrome is not bad. The baffles are removable, come in a variety of sizes. They are loud especially with a true dual setup. Rush baffles look very similar and should sound the same as WPP. Often for sale in the classifieds or you can get them on Ebay.
