Don't really have the funds to do a complete exhaust, tuner and filter right now. But the stock exhaust on my ultra classic is too quiet. What's everyone's opinion on loudest best bang for your buck slip ons?
Take your stock baffles out and drill them, makes them loud but not obnoxious. The best sounding slip ons are CFR's...loud but rich sound, not harsh..
man i keep looking at those cheap fishtails, ow loud are they really. louder than my old 96" street bob with v&h indy outlaw pipe? cause that shiz was loud

Yes, they are ridiculously loud. Here's two videos I put up a while back. In both these videos my bikes have straight through exhaust.
I also have straight through slip on fish tails on my 2013 Road King, but haven't yet posted a clip. The sound is very similar, but because I kept the cat intact......just quieter.
My ride has the 36" fishtails with 8" baffles. Tried it open, 4" baffles and now the 8" baffles. I like it with the 8" ones in there, takes the BARK out it, still LOUD when cranked, can drive by the cops with no prob and can still hear the stereo. Got the fishtails for about $110 shipped(NEW), baffles were about $15 for both.........looks good....sounds GREAT!!

I think I like this idea best at this time. I like the sound of the rineharts. But for that price I might as well wait and do a few full system after I save some money.
I have a set of SE 64910-99 that I just took off my Electra Glide that I'd sell CHEAP. Took them off to go with something quieter for the long rides. I'll shoot you a PM.

For cheap: remove the cat and keep the stock mufflers.
Best option would be a proper header with stock mufflers, until ya can swing a proper stage 1.
I have V&H True Duals, and Twin Slash slip ons. They sound OK...supposedly the louder of the V&H Touring slip ons. I think I wish I'd gone with the Monster Ovals or Rounds after hearing them. And, after a while on a long interstate ride, they get old to listen to, and drown out the stereo above about 70mph.
Straight pipes like Oldhippie suggest or similar would be the loudest, but be prepared to get hassled. V&H Tapered Slash-Cuts would be a close second then CFR's. Removing the cat from the stock header will also improve sound.
