Assistance with problem
Does the fuel pump prime? If not something very basic in the run circuit isn't getting power. You may need to remove the seat or a side cover to get close to the start relay to hear if it is clicking. With no relay click, there is no trigger to the start solenoid. Check both ends of both battery cables for tight and clean, then come the ground connections. If the starter relay clicks, pull the trigger wire on the solenoid and see if it gets power when the start switch is pressed. If it is, the solenoid would seem to be stuck. If no power to the trigger wire, check plugs between the start relay and the and the trigger wire on the solenoid. Have you pulled each fuse and checked it with an ohm meter? There are cases of fuses failing in a spot not easily seen. Good luck.
I have just been having the exact same issue with my 2012 Ultra Limited. By dumb luck tried exactly what Teardrop suggested, put into gear and then back to neutral, and it starts right up. Happens randomly. Don't know if its a neutral safety switch issue or what, but I really want to get it figured out.

Do the headlights burn when you turn on the ignition switch? Sitting for a year the battery is going to be dead as you know what. You said you had it tested, so can we assume that it was also charged up fully?
If so, the headlights should illuminate when everything is turned on. If not, it sounds like a dead battery.
