If you're looking for a bag to mount and use like a tour pack, take a look at the boss bags. Quality is good and they make 3 different sizes.
I bought one in Sturgis in 2008 and still looks good as new.
I have a Kury "Ultra Tour Bag" that I can highly recommend. When I bought it, it had the best ratio of price, size(5000+ cubic in.) and features. I liked the idea that it had a big wide velcro belt to wrap around the backrest and to date is probably the most secure piece of luggage I have ever strapped on. The downside is that the belt completely envelopes the backrest and makes it less comfortable for the passenger (I think this could be worked around). 3 long motorcycle trips, two of which included airline travel, and the bag still looks brand new.

+1 on this bag. The wrap is a small issue but it's very secure on the bike. Lot of room for stuff.
I've got this bag from Viking Bags and it's worked out great! Good quality, great price and their customer service is fantastic! The first bag I wanted was out of stock so I called them and they upgraded me to a better bag for the same price. After getting the bag, I wanted another set of the straps for it. I emailed them and the immediately shipped me out a set at no cost. I would definitely order from them again.
