I have the Harley Hi-Viz and it works very well. Got it along with the gators to cover my boots and it got a good test in South Dakota last year, I stayed dry. It's expensive but high quality.
PFWIZ has a point, but I purchased Hogg Toggs for the wife and me, they seem to work pretty well. Anywhere they covered was not wet. Make sure you buy them big enough to go over everything.

Walmart sells some by Coleman for under $25. Or you can pay $125 for the Harley one made by the same Chinese or Taiwan company. No real need to over think this.
