There may be a thread on this somewhere but I am working so I thought would just put out here. I had a Dunlop American Elite(2nd gen) installed on my 2011 Ultra with 21000 miles by the Dealer I use. Let me say up front this dealership has always did a great job for me and at lower than normal stealer labor rates. I rode it home at I95 speeds(70miles) no problems, following Monday on the holiday my wife & I took a short ride (25-30 miles) on some back roads staying in the lower gears. In 2nd & 3rd gear holding at 1900-2000 RPMs I heard a whining did not not get to excited then. Side note I just took a 3000 mile run to Texas in April with original tire no issues. Have been busy on the farm so I have not been riding much so went out for a shorty yesterday by myself heard the same whine did not matter in clutch was engaged or not no noise in higher gear/ RPMs.
Chances are that you may only be hearing the whine at lower speeds.
Before 21K, I had already changed wheel bearings at tire change and had a low speed related whine from the primary area that was the main drive gear bearing going bad.
I first noticed it coasting to a stop.
On a jack without engine or background noise, roll the rear wheel in neutral, it will be obvious.
If you suspect tires, adjust air pressure a bit to see if noise changes.

Whining at low speed was usually my exwife saying she was hungry...
On front axis is a hole on right side used for a tool. If they set this straight up and down its like blowing on a bottle to get a sound. Adjust that slightly and it should go away.
Up date I talked with 2 different Harley shops told them what it was doing. 1st one which installed the new Tire told me that he never heard a belt make that noise too tight or not. The other told me it could be a Wheel Bearing both told me to bring it in and they would check it out we all knew they were going to say that. I have been busy just got the chance to check the Belt, on inspection it was very tight at operating temperature. So pick up a Gauge and adjust it Saturday noise gone.
