If what they offered is above KBB, then it seems fair to me??? My dealer offered me $500 above KBB on my Fat Boy when I traded it in on my Road King last year. I snatched it right up.

Try and sell it outright if you still want to go new. Mid season may not be the best time though. The dealer has a profit they want to make on it so you're always going to take a hit. 13k for trade in is right in line with Kelly Blue Book (just as a reference), so they probably aren't too far off. The sales manager at my dealer told me "I'm going to pay more than I want to, and you're going to get less than you want". Something came out of a salesman's mouth that I actually believe. If anything make them do some serious wiggling on the price of the '14 with the 15's coming shortly. If they don't want to play nice you still have a great bike to ride when you walk out.
Dealers make enough on sales for new bikes, merchandise, parts, service, finance, extended warranty, rentals, riding classes, insurance, etc. Used bike sales, that's gravy.
All part of the big picture. My local dealer is a "small" volume harley dealer - used are just as important to his bottom line as new. But, will negotiate on trade value easier than on MSRP
