Do all 14 models have catalytic converters or is it still only California bikes? If other states don't have them how are their bikes tuned stock from the factory? I keep seeing posts that say if you remove your Cat you need a tuner but bikes in the other 49 states have come stock without them for years.

I took the cat off my 14. No tuning needed. Tuning needed only if you change the air cleaner.
all since 2010. ( Class III, Tier 2 applies to all 280cc+ models)
the ECM should be able to compensate for the lack of a cat in the exhaust tract- and the greater flow potential.
However with the stock restrictive 2013 and earlier air cleaner the potential won't be realised due to restriction.
the 2014 model has a higher flow intake- I have not yet seen flow numbers, but HD says 15% more- so about 175 CFM ( compare to about 250 for the S/E and the Ness BS)
with a high flow exhaust, a high(er) flow intake and resulting high flow through the motor will probably require tuning compensation
the 09 models came without cat for 49 state markets and with for CA and export - and some CA spec bikes are carried by dealers outside of CA ( like bordering dealers so they don't stock 2 versions of each bike... ex Yuma, AZ)- the VIN will tell which build version a bike is.
