I just got back from a bike night about 80 miles away. Someone had an in-line four chopper with an interesting front end. It looked like the axle plates were homemade.

That's Sugar Bear's trademark, the extended rockers reduce trail to near stock. Without the extension the trail on these springers would be 12" or more resulting in a phenominal fork flop.

Can you use the bolt on systems with the stock forks for at least a little while until I get the money for a bigger rim and tire? Will it lower the bike any? How do you deal with the ABS system with a different sized wheel?

WRONG

Insurance companies do not "give" your bike a salvage title,

The State where it is titled, sold, run thru the auction or otherwise will IF REQUIRED BY LAW ( not all states have salvage titles, washing titles is for another thread) apply for a "salvage title" if the vehicle is a recovered theft, or declared a total loss due to the amount of damage being more than the actual cash value less salvage value.

People modify vehicles including motorcycles all the time, modifications do not get you into title issue territory unless you (depending on the state) do something like cut off the neck where the VIN is stamped and replace it with an aftermarket neck, then you may have to apply for a reconstructed vehicle VIN and re-title the vehicle.

But I can assure you that under no situation that I know of, can an insurance company change the status of your title for modifications you have made to the vehicle that they have not have not paid a claim on.

There are other branded titles, depending on the state. Many states require different titles for former police/fire vehicles, former taxi/livery vehicles, and former rental vehicles too, in addition to total loss/salvage and recovered theft.

Cut the frame to do a 23 inch wheel. When the fad is over as it is fading now you are stuck with it. Sell the bike you are stuck with it and it won't likely bring near what an uncut one would. Go with a raked tree no down sides they work well now days. When the time comes back to stock in no time. Installing a raked tree is not hard.. Now let bubba cut and weld it. Hope he don't screw it up. OP ask about a bagger. Ask your self who would want the bike after you cut and weld the frame.
My 2017 RGU had a Trike front end install to increase rake. Stock frame is 26 degrees the Trike tree added 6 Degrees. The trike tubes brought bike back to height it should be. It was not expensive took little time and did not permanently alter the bike.
